Anthropic Moves Claude Code Instructions to CLAUDE.md

Anthropic has removed much of the hardcoded system prompt from Claude Code, shifting behavior instructions to user-managed CLAUDE.md files. This change reduces token overhead and removes redundant 'expert engineer' instructions.
