NVIDIA launches cuda-oxide and cutile-rs for native Rust GPU programming

cuda-oxide uses a custom rustc backend to compile SIMT kernels to PTX via Pliron IR, while cutile-rs enables tile-based programming on stable Rust 1.89+. Both frameworks enforce memory safety through compile-time ownership and tensor partitioning to prevent aliasing and illegal memory access.
