WitCert Provides Runtime Risk Observability for KV-Cache Quantization

WitCert introduces a runtime meter for KV-cache quantization that provides per-layer, per-head upper bounds on total variation between exact and compressed attention. It includes a deterministic band-norm-witness bound and a probabilistic certificate for INT8 quantizers, integrated into SGLang via an environment-guarded patch.
