When Do LLMs Apply the Wrong Law? Diagnosing LLM Failures in Temporal Legal Reasoning

LLMs exhibit a significant bias toward applying the most recently enacted statutes regardless of the case's relevant timeframe. Evaluation on a new temporal applicable-law determination benchmark shows this failure occurs even when models understand temporal scope and historical statutes, suggesting reinforcement learning may inadvertently prioritize recent information patterns.
