Agentic strategies for Infrastructure-as-Code generation benefit significantly from verifier-first loops. Using ReAct agents with RAG increased Qwen2.5-Coder 7B's pass@1 from 14.0% to 45.7% on the IaC-Eval v2 benchmark by reducing validation failures.
