SYNAPSE1 Protocol for Federated Agent Tool-Routing

The SYNAPSE1 protocol uses typed federated artifacts to share tool-routing knowledge across heterogeneous, frozen LLM agents. Using schema-validated JSON, it enables a distributed compendium to route tools within 1.1 points of a centralized model using only 20 MB of data per client.
