Controllable Verbatim ASR via Transcription Policy Task Tokens

This method treats transcription style as a controllable latent variable using coverage-aware decoder task tokens. The approach increased German disfluency F1 from 10% to 79% zero-shot and improved word-level timestamps beyond forced-alignment baselines.
