Exploitation bottlenecks test-time scaling in open-ended generation

Test-time scaling (TTS) improves performance by increasing inference compute, but success depends on the balance between exploration and exploitation. While scaling exploration improves the quality of the candidate pool, current methods fail to efficiently convert those candidates into final outputs for open-ended tasks like law or medicine.
