terms.txt: Consent and Compensation Protocol for AI Agents

The proposed terms.txt protocol provides a machine-readable standard for web operators to define per-path access terms, purpose, and pricing for AI agents. It uses Web Bot Auth signatures and HTTP 402 negotiation, adding only 0.20 to 0.65 ms of latency per request.
