Small Language Models as Multi-Agent Routers via SFT and RL

This framework uses SLMs trained via supervised fine-tuning and reinforcement learning to act as multi-agent routers. Unlike intent-based routing, this method uses a hierarchical reward function grounded in actual retrieval relevance to select agents and generate tool-call parameters.
