A Qwen2.5-32B-Instruct model achieves 99.5% accuracy on wastewater causal benchmarks when grounded via a live simulator oracle. A Decoupled Recall-Reasoning (DRR) retriever with 110M parameters provides an alternative 88% accuracy for cross-plant transfer, significantly outperforming RAG baselines at 48%.
