Post-Audit Mirage Limits Offline Verification of AI Agent Safety

Offline testing may fail to detect unsafe agent updates because harmful and safe lifecycles can appear identical to verifiers. The proposed IdentifiedRangeMonitor uses group-labelled harm outcomes to provide deployment recommendations when verifiers encounter undecidable states.
