Defining Reasoning as a Learnable Rule-Based Process

This position paper argues that the lack of operational definitions for reasoning undermines progress in evaluating trustworthy autonomous systems. The authors propose defining valid and sound reasoning as a learnable rule-based process to enable verifiable evaluation frameworks.
