Complexity-Dependent Performance Crossover in Tool Discovery Architectures

Retrieve-then-Plan (RtP) outperforms Plan-then-Retrieve (PtR) on single-tool queries, but PtR is more effective for multi-tool tasks. This crossover remains consistent across retrieval budgets from k=1 to 20 when tested on the ToolBench registry of 46,984 API endpoints.
