Palimpsestic Accountability in the US Federal AI Inventories

Analysis of the US Federal AI Use Case Inventory from 2023 to 2025 shows that while entries increased from 710 to 3,611, governance reporting became less stable. Changes in question scope, agency-level classifications, and direct overwriting of previous answers prevented consistent longitudinal tracking of system accountability.
