Prospective Intention Store improves small model agent memory

The Prospective Intention Store (PIS) enables small models to execute deferred intentions by moving lifecycle logic into code rather than open-ended reasoning. Using PIS, Gemma-E2B improved its PM-Bench Set-F1 from 6.6% to 66.2%, significantly outperforming retrospective memory methods.
