Guideline-as-Oracle: Zero-Annotation Training of an Ophthalmic Telephone Triage Agent

Guideline-as-Oracle (GAO) uses a 70-row rule table derived from ophthalmology guidelines to provide instance-level supervision for 3,000 training dialogues without manual annotation. Fine-tuning a 9B parameter backbone on this corpus increased agreement with clinical reference sets from 61.7% to 74.1% and improved emergent-case recall.
