DICE Framework Decouples Tutoring Intervention from Response Generation

DICE separates the decision of whether to intervene from what a tutor should say using an Intervention Value (IV) metric. This framework uses KL-regularized policy optimization to prevent unnecessary LLM responses that provide no marginal pedagogical benefit.
