COVER Method for Identifiable Evaluation of Multi-Agent Coalition Routing

The COVER method introduces an evaluation contract to isolate routing effects in multi-agent systems by fixing information boundaries and team families. Testing on MuSiQue-12 showed a reduction in oracle regret from 0.532 to 0.402 using a privileged positive control.
