Anti-Goal Reasoning framework for Non-Axiomatic Logic

This paper introduces a formal method for representing avoidance in Non-Axiomatic Logic to prevent the conflation of avoiding an event with pursuing its negation. By defining anti-goals and a prevent operation, the framework enables more accurate adaptive system behavior in resource-constrained environments.
