x86 ACE Spec Adds Matrix Multiply and Low-Precision Formats to AVX

The x86 Ecosystem Advisory Group published the AI Compute Extensions specification, defining new matrix multiplication primitives and reduced-precision data format support integrated with AVX and AVX10.
