Expected Free Energy Planning Recast as Variational Inference

EFE-based planning is reformulated as Variational Free Energy minimization on a generative model with epistemic priors, yielding a decomposition into plan costs plus a complexity term. Validated on three environments, this unifies planning with the same inferential process used for perception and learning under the Free Energy Principle.
