ADR Generates Novel Verifiable Code Tasks via Atomic Decomposition for RLVR Scaling

Atomic Decomposition and Recombination (ADR) addresses RLVR data scarcity for code by decomposing existing tasks into atomic elements and recombining them into genuinely novel, difficulty-controlled verifiable problems. This targets the core bottleneck where heuristic seed expansion produces low-novelty data that doesn't scale training value with synthesis volume.
