Activation Steering Effectiveness Tied to Both Angular Alignment and Hidden-State Norm

Across seven language models, concepts are encoded primarily in angular structure of hidden states, validating spherical steering methods, but hidden-state norm still materially affects steering stability and downstream behavior. The study uses angle-norm decomposition to explain why similarly-sized interventions can produce inconsistent effects across methods.
